Subcontracting Opportunities
Identifying Prime Contractors
In accordance with Public Law 95-507, all contracts over
$500,000 for supplies, equipment, and services and all contracts over
$1,000,000 for construction must have a subcontracting plan. The subcontracting
plan includes goals for subcontract awards to small,
small disadvantaged,
women-owned,
HUBZone,
veteran
owned, and service
disabled veteran owned firms.
To find potential subcontracting opportunities, locate names, product
or service needs, and subcontracting requirements of federal prime contractors
from the Contract Awards section of FedBizOpps;
the Small Business
Administration's (SBA) Subcontracting Network (SUB-Net); federal
and agency lists of prime contractors from the agency
Office of Small and Disadvantaged Business Utilization (OSDBU) Offices;
and Federal prime contracting reports purchased from the
Federal Procurement Data Center (FPDC).
Marketing to Prime Contractors
Some agencies have Subcontracting Directories that list the prime contractors
and their Small Business Liaison Officers (SBLOs), in addition to the
commodities and/or services they sell. SBLOs are representatives of the
prime contractor who work with and seek small businesses interested in
partnering with the company. Small businesses are encouraged to market
to the prime contractor as you would any customer. Keep in mind that prime
contractors have subcontracting goals to meet for small business participation.
Contact prime contractors' small business offices and talk to the small
business specialist or the SBLO about their buying needs for current and
upcoming contracts.
